Leader’s message on anniv. of the opening of the first Islamic Consultative Assembly

Message from Imam Sayyid Mojtaba Khamenei, the Leader of the Islamic Revolution, on the occasion of the anniversary of the start of the first term of the Islamic Consultative Assembly (Majlis) and the beginning of the third year of the 12th Parliament’s activities, on May 28, 2026.

In the Name of God, the Compassionate, the Merciful

On the auspicious occasion of Eid al-Adha (Day of Sacrifice) and the anniversary of the start of the first term of the Islamic Consultative Assembly, I congratulate all the dear people of Islamic Iran and the honorable representatives of the Islamic Consultative Assembly. On this occasion, I would like to express my appreciation for the efforts of the Parliament members, particularly the honorable Speaker of the Islamic Consultative Assembly of Iran, Dr. Ghalibaf, in their working to advance the country’s development. 

The Islamic Consultative Assembly, which is the embodiment of the nation, a demonstration of religious democracy, and a cornerstone of law and lawmaking in the Islamic Republic, plays an important role in enacting the will of the people. Now, after three months into the Third Sacred Defense (in facing the aggressions of the US and Zionist regime), the Iranian people have demonstrated their inner strength and the true nature of their faith, hope, and actions to both friends and foes. The uplifting of the level of the Iranian people has shown a spectacular manifestation of the nation’s finest virtues.

Since a true representative of the nation must be from the nation itself, the present time marks a turning point in the manifestation of the people’s mission through their representatives and within the Islamic Consultative Assembly. It is therefore necessary that the representatives align their role and responsibilities with the standard of this nation that has now risen up. With their increased effort and initiative, they must accelerate and improve the legislative process while overseeing it to lay the groundwork for the future of Islamic Iran.

In this arena of jihad, the parliamentary seat is like a frontline trench for driving change on the path of the country’s progress. Thus, it’s befitting that the representatives of the nation, first of all, rely on Almighty God’s help, Glorious and Exalted is He; seek the intercession of our Master and Leader (Imam Mahdi), may God hasten his noble reappearance; and honor the pure blood (sacrifices) of the innocent martyrs of the two US - Zionist Imposed Wars. Foremost among them is our martyred, magnanimous Leader (may God elevate his noble station). They (the representatives) must dedicate all their abilities and efforts in a spirit of struggle and sacrifice to synergistic governance alongside the administration and other institutions while preserving the independence of the legislative branch. They should devote themselves to a befitting reconstruction of the country, resolving the concerns of the people - particularly economic and livelihood issues - promoting production and employment, improving the nation’s scientific and industrial standing, fostering culture and ethics, fighting financial corruption, reducing inflation and rising prices, and carrying out comprehensive efforts to eliminate deprivation.

Accordingly, the enactments of the Parliament must maintain a direct, visible connection to the country’s principal issues and the needs of the people, and they must be directed toward fostering hope and building the future of the nation. More than anything else, society needs to witness real signs of hope, a stable path, and a clear vision of the future so that people may plan and move forward on that basis. Through the stances they take, their legislation, and their speeches, members of the Parliament can transform the Islamic Consultative Assembly into a leading institution that instills hope. Some of the most important priorities in the current circumstances is cooperation between the executive and judicial branches with a focus on the slogan for the year 1405, “Resistance Economy in light of National Unity and National Security,” economic stability, reducing inflation, managing liquidity, revitalizing production, revising the Seventh Development Plan, and adding provisions related to the reconstruction and rebuilding of areas damaged in the Second and Third Imposed Wars. These should form the main agenda by way of which the Parliament outlines a roadmap for the actions of the administration and other sectors in the present situation and the post-war period.

To carry out their role in a way befitting the standard of a nation that has risen up for its mission, various prerequisites and requirements are also necessary. In this brief message, I confine myself to only recommending that my dear brothers and sisters carefully, earnestly study the detailed statements of our martyred, magnanimous Leader (may God elevate his noble station), which were delivered during his annual meetings with the representatives of the Islamic Consultative Assembly, especially in recent years, that contain valuable, practical guidance based on experience.

Naturally, observing personal piety plays a fundamental role in ensuring adherence to those guidelines and in carrying out the proper fulfillment of these grave responsibilities during the current sensitive period. Correctly identifying priorities, casting votes based on thorough study and careful consultation with experts; maintaining a lifestyle like the people; extensive contact with the people; fighting corruption in all areas; prioritizing national interests and public demands over factional, group, and regional interests; respecting parliamentary diplomacy; demonstrating courage; taking clear, firm stances in facing the excessive demands of the Arrogant Powers; and taking into consideration an intelligent, revolutionary understanding of Iran’s new position in the region and the world are essential requirements.

A manifestation of piety is preservation of the tremendous blessing of national unity and the unparalleled solidarity that has been bestowed upon the nation, which has risen up to its mission under the flag of Islamic Iran. This unity is one of the key factors behind the victory in confronting the Great Satan. Gratitude for this blessing requires that all members of the nation – especially the intellectual and political elite, including the representatives of the Parliament – safeguard this unity and avoid futile political disputes and the exaggeration of social differences.

In the aftermath of the Imposed War, the enemy’s desperate strategy and scheme is to create economic pressures and a media-political siege, sow division, and divide society in an attempt to compensate for its military defeats on the battlefield and to bring the nation to its knees. Therefore, it’s essential that all those willing to sacrifice for Islam and the Revolution, or their hearts are committed to Iran’s independence and honor, from now on make even greater efforts to safeguard the national unity of the nation’s cohesive, interconnected ranks. They must not permit unjustified - or even justified - differences to escalate into conflict and division. In both word and deed, they should be manifestations of the nation’s unity and solidarity, God willing.

I pray for your success in carrying out the weighty responsibility of representing a worthy nation - a nation that has stood firmly against the oppression and aggression of the savage, wicked forces of this age, while guiding the course of history in the correct direction. I hope that the prayers of our Master (Imam Mahdi), may God hasten his noble reappearance, will support and guide you and bring divine success to all of you.
